Madatli Eynulla Yadulla oglu was born in 1954. He's graduated from Nakhchivan State University in 1975, and in 1981 from the Azerbaijan EA Philosophy and Law Institute.
In 1984, he received his Ph.D. degree in philosophical sciences, and in 1994 he became the associate professor. In 1975-1996 he worked in educational, scientific and party activity, and in 1991-1995 was a deputy of the Supreme Majlis of the Nakhchivan Autonomous Republic. On February 5, 1996 he was appointed Consul General of the Republic of Azerbaijan in Tabriz by the President of the Republic of Azerbaijan Heydar Aliyev.
In 1996-2001 he was Adviser to the Embassy of the Republic of Azerbaijan in the Islamic Republic of Iran. In 2001-2002 he worked as an adviser to the Ministry of Foreign Affairs of the Republic of Azerbaijan. On April 18, 2002, by the decree of the President of the Republic of Azerbaijan Heydar Aliyev, he was appointed ambassador extraordinary and plenipotentiary of the Republic of Azerbaijan to the Islamic Republic of Pakistan. In 2004, besides his position in Pakistan, he was appointed ambassador to the Islamic Republic of Afghanistan, by President Ilham Aliyev, in Islamabad.
On July 15, 2010 by the decree of President Ilham Aliyev was recalled from Pakistan and was appointed ambassador to Ukraine. In June 2015, the ambassador was dismissed from office because of his term of office finished. From January, 2016 he worked as a senior scientific worker at ANAS Institute of History named after A.Bakikhanov. From March, 2017 he is the deputy director for scientific affairs of the Institute of Philosophy of ANAS.
